Andrej Pawlowitsch Bulaew wurde in Kevdo-Melsitovo, einem Dorf im Landkreis Kamensky in der Oblast Penza geboren. Er war Soldat im 66. Haubitzen-Artillerieregiment in der 61. Infanteriedivision. Andrej Pawlowitsch Bulaew was born in the village Kevdo-Melsitovo, Kamensky district of the Penza region. He was soldier in the 66th Howitzer Artillery Regiment, 61th Infantry Division.
